Last week, the House of Representatives passed PBM reform provisions as part of a larger spending bill, including a provision requiring the Centers for Medicare & Medicaid Services to develop reasonable and relevant contract terms under Medicare Part D — a major NCPA priority — and create a mechanism for pharmacies to report contract violations. The Senate could vote on the legislation as early as next week.
The passage follows years of effort by NCPA, its members, and other community pharmacy advocates to change the payment model. In December, NCPA relaunched its Finish the Fight campaign to engage patients and independent pharmacy allies in the legislative process. Since then, the campaign has resulted in over 10,000 letters sent to Congress to support NCPA's legislative priorities. Across 2024, the campaign helped send in over 80,000 messages.
