State legislatures in 46 states will convene this year, with more states kicking off their sessions each week. About half of states carry over legislation from odd years to even years. For PBM reform, this means NCPA is tracking about 200 bills to start 2026. Meanwhile, new bills are introduced every day and identified by our tracking service.
The NCPA State Government Affairs team — comprised of Joel Kurzman, director of state government affairs, and Brooklyn Morgan, associate director of state government affairs, both under the leadership of Anne Cassity, senior vice president of government affairs — triages dozens of bills every day, assigning tags for the key sub-issues our members care about. Just a few examples of PBM sub-issues are NADAC+, patient steering, spread pricing, and fair audits.
Being able to quickly access relevant bills via sub-issue is critical to how NCPA can quickly and accurately fulfill requests from members and partners. It's also how we identify trends. Please check out the NCPA state legislative tracking webpage, where you can see the bills we are following and explore them by sub-issue. We expect to make further improvements to the portal in the coming weeks.
