CMS holds townhall on MTF-DM ahead of today’s launch; make sure messages from CMS coming from legitimate sources

NCPA June 9, 2025

CMS had a town hall last week for pharmacies on enrollment in the Medicare Transaction Facilitator Data Module (MTF-DM) of the Medicare Drug Price Negotiation Program. Enrollment for pharmacies begins today, June 9. NCPA encourages its members to view the town hall, and to contact CMS at [email protected] with any questions. See our previous blurb on more resources on the MTF-DM as well as the Medicare Transaction Facilitator Payment Module.

CMS' town hall featured overviews of the enrollment process for pharmacies as well as third-party support entities and manufacturers. PSAOs and pharmacies both need to enroll, with pharmacies needing to enroll separately from the PSAOs that they contract with. Pharmacy locations that are associated together in a chain code do not need to enroll separately.

CMS is sending pharmacies links to enroll based on contact information they have from the NCPDP database. CMS will send such invites out every day, ending July 1. There is no hard deadline to complete enrollment, and enrollment will be available after January 2026. The invitations to enroll will have 72-hour expiration dates on them, and CMS will send new links to enroll if pharmacies cannot complete enrollment by that time.

CMS uses NCPDP data synch, which is key to ensuring that only legitimate entities are enrolling. For pharmacies that have changed their NCPDP information, CMS advises them to wait two weeks from that change before enrolling, or to manually enroll.

Different PSAOs can be used for payment and/or remittance advice. For example, payments can go to pharmacies, while the remittance advices can go to PSAOs. Pharmacies need to specify this during enrollment.
