NCPA advises PBM data collection in California

NCPA August 19, 2026

As part of implementing last year’s sweeping PBM reform (SB 41), the California Department of Health Care Access and Information (HCAI) invited NCPA staff to an informational interview about the collection of PBM data required by the law. In the meeting, we shared our perspective about the relationship between community pharmacies and PBMs and provided insights about the challenges policymakers face across the country with collecting data from PBMs.

We also referred HCAI to drug pricing experts with specific knowledge of pharmacy reimbursement to further assist with the technical aspects of data collection. NCPA stands ready to assist any state agency interested in collecting commercial market data that can reveal the unnecessary higher costs PBMs put upon employers and their employees.
