NCPA joins members, partners before Pennsylvania Pharmacy Caucus

NCPA September 16, 2025

NCPA joined several members, the Pennsylvania Pharmacists Association, and other pharmacy stakeholders on a panel before the Senate Community Pharmacy Caucus to discuss the urgent need for reform to the Medicaid managed care program. NCPA provided information about state and national cost to dispense figures and shared the cost savings potential of the three main Medicaid reforms sought by community pharmacy advocates across states: carving out the pharmacy benefit from managed care, setting a rate floor in managed care based on fee-for-service reimbursement methodology, and establishing a single PBM program.

The panel followed a lengthy questioning of Pennsylvania Department of Human Services Secretary Val Arkoosh and Insurance Commissioner Michael Humphreys. NCPA members on the panel included Chichi Momah, CEO and founder of Springfield Pharmacy; Deron Shultz, CEO of Minnichs Pharmacy; and Rob Norris, director of pharmacy operations for Chambers Apothecary, St. Thomas Apothecary, and Waynesboro Apothecary. Each shared compelling perspectives about the critical services they provide to Medicaid patients and the headwinds they face. NCPA is grateful for their time and insights. We stand ready to engage Medicaid reform legislation in Pennsylvania.
