The Biden administration has withdrawn a proposed rule that would have required most group health plans and health insurance plans to cover OTC contraceptives without cost-sharing for individuals or a prescription.
NCPA submitted comments to this proposed rule prior to its withdrawal and advocated for fair and reasonable reimbursement for these products that would cover the cost of the product as well as cost of dispensing. NCPA also emphasized the importance of adopting a standardized approach to claims processing to ease administrative burden to the pharmacy.
Prior to this withdrawal, the administration withdrew the proposed rule from January 2023, Coverage of Preventive Services Under the ACA, which would have required health plans to cover certain contraceptive services without cost-sharing for individuals.
