Don’t skirt supply chain security requirements when you sell excess inventory to another pharmacy. The currently-in-effect provisions of the Drug Supply Chain Security Act require any pharmacy selling excess inventory to meet all the licensing and reporting requirements of a wholesale distributor (no more 5 percent threshold!) unless the buying pharmacy has need for the quantity to fill a prescription for a specific patient need.
