CMS issues final version of CY 2026 MA and Part D rule, includes MPPP and MDPNP-related changes

On Friday, the Centers for Medicare & Medicaid Services issued a final version of the Contract Year (CY) 2026 MA and Part D final rule. It implements changes related to the Medicare Prescription Payment Plan, the Medicare Drug Price Negotiation Program, prescription drug coverage, dual eligible special needs plans, Star Ratings, and other programmatic areas. It also codifies existing sub-regulatory guidance for Medicare Advantage and Part D.

The agency said it wasn’t finalizing certain provisions form the proposed rule but may address those in future rulemaking. NCPA is studying the significant and potentially economically harmful changes to existing programs and will summarize them in a member summary soon. You can read the final rule here.
