Texas recently introduced two House bills, HB 3388 and HB 3401, that would require prescription drug benefits for the state's Medicaid and children's health plan programs to use a transparent fee-for-service delivery model. Additionally, SB 2262 was introduced as a companion to HB 3388. These bills were introduced a few months after a report from the Texas Health and Human Services Commission found that wresting outpatient prescription drugs away from PBMs by carving them out of managed care could save as much as $90 million of taxpayer money.
